Principal Functions
Reporting
to the Senior Programme and Budget Officer and in accordance with the OPCW
Core Values of Integrity, Professionalism and Respect for Diversity/Gender
Equality, the Senior Administrative and Budget Assistant performs the
following duties:
- Provide
support in the development, implementation and monitoring of the OPCW’s
annual programme and
- budget;Review
and analyse financial performance and budget proposals;
- Support
the implementation of the OPCW’s budget by calculating and preparing
estimates for specific spending obligations/proposals;
- Monitor
specific spending obligations/proposals for availability of funds and
correct use of relevant accounting codes, and ensure that budget
obligations are correctly recorded;
- Provide
guidance to Programme Managers in monitoring performance and budget
commitments in accordance with contemporary practices and the financial
management framework of the OPCW;
- Provide
appropriate advice to Programme Managers on budgetary matters;
- Provide
data to be used in the preparation of documents on budgetary matters for
distribution to Member States;
- Support
the Budget Section in preparations for the bi-annual meetings of the
Advisory Body on Administrative and Financial Matters;
- Assist
with the issuance of Budget section documents for issuance through the
Policy Making Organs;
- Assist
with maintaining and keeping up to date the Budget section of the
Budget and Finance Branch website.
Knowledge and Experience
Education
Essential
High School Diploma or equivalent diploma of higher secondary education.
Desirable
Training and/or courses in budgeting and financial management is
highly desirable.
Experience
Essential
- At least 4 years of progressively responsible and related
experience in the field of financial accounting and reporting in a
complex organisation.
Desirable
- Demonstrated experience in budget management, development,
implementation and monitoring would be an asset;
- UN or previous work experience in an international organisation would be an asset.
Skills and Abilities (key competencies)
- Ability to analyse budget-related issues, initiate and propose
solutions;
- Experience with ERP financial systems;
- Good inter-personal and communication skills with ability to present
information clearly and logically both in writing and verbally;
- Ability to work in a team and to establish and maintain effective
working relationships with people of different national and cultural
backgrounds;
- Ability to plan and organise;
- Problem-solving skills;
- Tact, accuracy and attention to details;
- Computer literacy;
- Knowledge and experience of sophisticated financial information
systems is an asset.
Language Requirements
Fluency in English is essential and a good working knowledge of one of the
other official languages (Arabic, Chinese, French, Russian, and Spanish) is
desirable.
