Main Responsibilities

Under the supervision of the Head of the Implementation Support Branch, the incumbent performs the following duties:

 

  • As Programme Manager: plans, leads/coordinates and evaluates the delivery of programmes and activities in support of the national implementation of the CWC, including
    • Liaises with representatives of States Parties and National Authorities to identify needs and gaps in the national implementation that require assistance, including through building and/or strengthening of national capacities as well as through outreach and engagement support.
    • Advises on and coordinates the development and formulation of approaches to provide such assistance to Member States’ representatives and relevant stakeholders, in close coordination with officers of the Division of International Cooperation and Assistance (ICA) and with other relevant technical officers and experts within the Technical Secretariat.
    • Ensures that relevant training, education and outreach activities and programmes adequately address needs identified; this includes the development, review and – where necessary – amendment/improvement of training, education and outreach material/content as well as the presentation of such content on behalf of the organisation.
    • Identifies and coordinates the implementation of suitable and innovative methodologies/modalities to deliver capacity building support, in particular in relation to eLearning.
  • As an Evaluator (in close coordination with the Assistance and Protection Branch (APB) and the International Cooperation Branch (ICB) staff tasked with similar responsibilities): assesses and reports on programmatic outputs, outcomes, and key achievements against agreed annual or biannual plans, including:
    • the design/improvement of evaluation templates/forms for the activities of the Branch.
    • the coordination of monitoring of outputs and outcomes at Branch level.
    • the review of established and/or best practices in the organisation’s interaction with Member States.
    • the consolidation of assessments and findings; and the formulation of initial analytical outcome reports, including recommendations for enhanced programmatic delivery and impact.
  • Drafts relevant correspondence, background and briefing notes, analytical and assessment reports and other documents in support or on behalf of the Head of the Branch.
  • Assists in the implementation of relevant decisions and perform other duties assigned by the Head of IPB and Director of ICA.

 

Educational qualifications required for this post:

Essential: An advanced university degree in Political Sciences, International Relations, Economics, Law or related area. A first level university degree in combination with qualifying experience (minimum 7 years) may be accepted in lieu of the advanced university degree.

Experience:

Essential:

 At least 5 years of relevant experience in the field of technical cooperation/assistance or international development cooperation with an advanced degree, or 7 years with a first level degree, including at least 3 years of  work experience at the international level in a relevant area; thorough knowledge and experience in programme or project planning, implementation and monitoring; practical knowledge of programme/project evaluation techniques and approaches.

Desirable

  • Experience in capacity building approaches, including through remote/virtual means, and identifying and analysing relevant needs and issues, developing suitable strategic approaches and implementing them in an international context.
  • Experience with implementing programme/project management cycles, preferably in an international context, and with exposure to collaboration with or in developing countries or countries in transition.
  • Experience with programme/project evaluation and related impact analysis.
  • Practical knowledge and experience in logical framework approach.

  • Excellent drafting skills in English.
  • Proven ability in establishing and maintaining effective working relationships with people from diverse backgrounds.
  • Flexibility and ability to work under pressure.
  • Computer literacy (word processing, databases, spreadsheets and email).
  • Knowledge of the CWC and the activities of the OPCW.

Language Requirements:

Fluency in English is essential and a good working knowledge of one or more of the other official languages (Arabic, Chinese, French, Russian, and Spanish) is desirable.
