PRINCIPAL FUNCTIONS

 

RESPONSIBILITIES

Responsible to Head of Operations and Planning Branch to:

 

Conduct long and Short-Term Chemical Weapons and Industry Inspection Planning:                  

  • Review the annual verification plan. 
  • Conduct a detailed resource-based analysis. 
  • Identify resource limitations and develop an implementable Inspection Plan.
  •  Select Inspection Team Leaders.
  •  Direct the composition of the Inspection Teams based upon an evaluation of the specific mission requirements, detailed facility information and past inspection experience. 
  • Direct employment priorities in the event of conflicts.  

 

Oversee the implementation of the Short-Term Chemical Weapons Inspection Plan:      

  • Co-ordinate an average of 83 Chemical weapons inspections annually in cooperation with the MPCs.
  • Oversee the mission preparation activities of the Inspection Team. 
  • Instruct the Inspection Team on country specific issues and past inspection experience. 
  • Co-ordinate mission preparations with other divisions/branches and other OPB staff sections. 
  • Assess the Inspection Team preparedness for its mission.
  • Review the progress of each inspection, anticipate problems and refer issues to the applicable agency within the Secretariat. Direct action by the Inspection Team.
  • Organise and facilitate mission debriefings and collect and collate operational lessons learned. 
  • Develop remedial measures to avoid re-occurrence of problems. 
  • Write Working Procedures for Inspection Teams at Chemical Weapons Destruction Facilities and mission planning related processes. 

 

Plan and organise inspectors’ assignments and activities:       

  • Manage mission assignments, training and leave for inspectors assigned to Article IV and V missions. 

 

Conduct medium and short term Non-Routine Mission Planning:                                                     

Under supervision of HOPB, conduct a detailed resource-based analysis. 

  • Identify resource limitations and develop an implementable Plan. Advise HOPB and Team Leader on composition of the Inspection Teams based upon an evaluation of the specific mission requirements. 
  • Direct employment priorities in the event of conflicts.  
  • Take the lead role in de-conflicting inspectors’ schedules to liberate resources for the conduct of non-routine missions at short notice. Liaising with external parties for the provision of operational support to OPCW non-routine missions. 
  • Deploying with non-routine teams for the conduct of mission planning related activities in the field. 
  • Produces the Annual Inspection Report by incorporating information from a cross-divisional and cross-functional perspective.  This post is the sole post within INS who has access to the Secure Confidential Network in order to access the necessary information to produce this report. The Annual Inspection Report is the core document in the planning and implementation of all inspections by the OPCW.   It is approved by the highest levels of management.   

 

Manage the inspector roster application by:

  • Capture, input and review of inspection assignment rules and restrictions.
  • Ensuring uniform scheduling by designing and developing standardized user views.
  • Provide first line user support for the mission planning system.  

 

Advise on allotment of Inspectors for scheduling of activities (inspection, training, leave, and assignment to other non-inspection activities) by: 

  • Analysing best mix of inspectors with particular specialities for specific needs (mission, training and other activity needs). 
  • Recommending best scheduling of training activities, which do not interfere with inspection assignments.       

 

Act as the focal point for the historical inspections database and the national authority database: 

  • Determining and assigning appropriate access to users of the databases. 
  • Databases are designed using approved OPCW software and require extensive Visual Basic and SQL language applications knowledge.

 

Maintain and recommend modifications of OPB planning database systems by:

  • Determining and implementing appropriate access to land drives in order to ensure data security and accessibility. 

 

Analyse and provide inspection statistics to Senior Management by: 

  • Collecting and analysing appropriate inspection data with respect to the specific request for information from senior management. 
  • Providing accurate inspection data in preparation for official visits. 
  • Providing inspection statistics for Member States at the Conference of State Parties and Executive Council, the Annual Report, and the External Relations Division

 

Advise solutions on operational issues by: 

  • Conducting regular resource needs analysis.
  • Liaising with stakeholders from across the TS as well as National Authorities and Generating reports and analysis to assist with decision making. 
  • Analysing and identifying areas where improved efficiency in the allocation of resources can be achieved. 
  • Recommending and implementing the optimum solution.  

 

Support the conduct of non-routine missions by:

  • Liaising with external parties for the provision of operational support to OPCW non-routine missions.
  • Taking a leading role in de-conflicting inspectors’ schedules to liberate resources for the conduct of non-routine missions at short notice.
  • Deploying with non-routine teams for the conduct of mission planning related activities in the field.

 

Acting as back-up for Mission Planning Coordinators as requested. In particular, act regularly as a focal point for inspectors’ training assignments and for non-routine deployments

 

RECRUITING PROFILE:  

 

Education (Qualifications):

Essential:   High school diploma or equivalent diploma of higher secondary education

Desirable: A diploma or higher in IT applications or database administration is an asset.  

 

Required Certification (if applicable):  NA

 

Experience:   

Essential:  

  • At least 7 years of related experience in the area of database administration;
  • Understanding of the planning and operational requirements associated with the movement of personnel operating throughout the world, including field activities in remote locations.

Desirable:  

  • Experience in working in operations or command centres or similar environments is highly desirable;
  • UN or previous work experience within an international organisation would be an asset.

 

Skills and Abilities (key competencies):

  • Demonstrated knowledge on PCs, Microsoft OS and Office suite;
  • Extensive Visual Basic and SQL language applications knowledge;
  • Demonstrated experience in a customer-servicing role required.

 

Language Requirements:  Fluency in English is essential and a good working knowledge of one of the other official languages (Arabic, Chinese, French, Russian, and Spanish) is desirable.
