PRINCIPAL FUNCTIONS
The IS Programme Manager plays a key role in the main office to align its IT Strategy to the business need of the OPCW by:
- Manage multiple medium to large scale IT projects ensuring the services are implemented according to agreed timelines and within established funds. Liaise and effectively manage OPCW’s business relationship with vendors and service providers. Engage with the vendors and the procurement section at OPCW to ensure smoother procurements of products and services. As a part of the vendor management duties, ensure that all contracts are harmonised and maintain good relationship with all vendors and service providers.
- Responsible for soliciting/assessing/analysing all business requirements for ISB projects, liaising with business owners to develop concrete business cases for new system implementations/ enhancements.
- Responsible for the ISB’s change management procedure, chairing the Change Advisory Board, classifying change requests, facilitating communication will all parties involved within and outside ISB, following up with change owners on pending change requests. Additionally identify and avoid any potential conflict arising due to changes made and flag business owners about the risk involved.
- Responsible for IS Governance policies such as: Business Case, Change Management and Issue Ticket, IS requests, etc. Drafting improvements/modifications to these policies as the organisation changes and systems and technologies evolve. Reporting on the governance related activities to the Head ISB periodically and keeping the Head, ISB abreast of the proceedings of the Change Advisory Board (CAB).
- Responsible for the analyses of existing procedures, identifying improvements and managing the change to the organisation (writing/changing Work Instructions, Standard Operating Procedures). Requirements definition of new applications through interaction to understand the demand side of various businesses of the organisation. Provide expert documentation on functional requirements, system architecture and integration of new information systems and new releases to existing information systems. Ensuring all the documented procedures and work instructions adhered to the agreed compliances and/or recommendation made by the office of internal oversight.

RECRUITING PROFILE
Education (Qualifications): Advanced university degree in Computer Sciences, Master of Business Administration (MBA) or other related ICT management field; a first level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
Essential: Minimum five years relevant experience with an advanced degree or seven years relevant experience with a first level degree, in particular in Business Analysis, Business Intelligence (BI) and IT Governance processes.
Desirable: ITIL Intermediate or ITIL Expert.
Required Certification: ITIL (foundation) and PRINCE 2 Practitioner certifications
or equivalent.
Skills and Abilities (key competencies):
Planning and Coordination, Effective Communication Skills, Sound knowledge of ICT landscape particularly in a UN or other international organization. Vision and strength of creation and execution of a continuum of concepts. Managing
Upwards – Interacting regularly and comfortably with the executive level to inform, alert, negotiate and maintain a strong relationship and a shared vision for programme outcome.
Other Skills: Negotiation skills, Vendor Management, Client and service orientation attitude.
Language Requirements: Fluency in English is essential and knowledge of one of the other official languages (Arabic, Chinese, French, Russian, and Spanish) would be an asset.
