Principal Functions
Under
the direct supervision of the Head, IS Operations, Infrastructure and
Support and in accordance with the OPCW Core Values of Integrity,
Professionalism and Respect for Diversity/Gender Equality, the Information
Systems Officer performs the following duties:
- Manages
projects involving feasibility studies, systems analysis, architectural
and functional design, development and implementation of new complex IT
systems;
- Develops
detailed system and other functional specifications and user
documentation for major systems;
- Provides
expert advice on the architecture, configuration and security controls
of complex IT systems;
- Understands
how to select and enable deployment of cryptographic protection
mechanisms at the appropriate accreditation levels;
- Manages
ICT Project related to upgrade, replacement or introducing new complex
IT systems, including managing delivery by contractors and vendors;
- Coordinate
the development, implementation and maintenance of ICT systems. This
will also include voice and data systems e.g. high assurance telephony,
messaging and conferencing systems;
- Monitor
compliance with information security policies and standards;
- Assists
in developing and updating Standard Operating Procedures and Work
Instructions, for operations and maintenance of high assurance ICT
Systems;
- Assists
in developing resilience and disaster recovery plans related to existing
and new ICT Systems;
- Researches,
analyses and evaluates new technologies and makes recommendations for
their deployment;
- Provide
a source of relevant professional expertise to support management
decision making through provision of information and expert advice in
conjunction with OCS;
- Performs
other duties as required.
Knowledge and Experience
Education
Essential
An advanced degree in Computer Science, Information technology, or a
related discipline. A first level university degree in combination with
additional qualifying experience (minimum 7 years) may be accepted in lieu
of the advanced university degree. A high school diploma may be accepted
in combination with additional qualifying experience (minimum 11 years)
and proof of relevant diploma's and/or specialised training.
Desirable
- Certifications in ICT operations;
- Certifications or demonstrable experience in Microsoft Azure
Architecture, Designing Microsoft Server Infrastructure, VMWare, VDI
are desirable;
- Certifications in the field ofCyber Security is also desirable.
Experience
Essential
A minimum of 5 years of experience in:
- Designing, implementing and managing high assurance ICT Infrastructure
systems;
- Experience in designing architecture for complex ICT solutions
commensurate to the classification of the information processed and
ensuring the systemic components inter-operate whilst maintaining
accreditation;
- Experience in delivering projects in the field of high assurance ICT
networks and systems including but not limited to:
• Fiber based networks and hardened thin/zero clients.
• Transport encryption and application enciyption aligned to security
monitoring requirements,
• Microsoft AD based high assurance systems including email and IM
deployment with appropriate security controls and monitoring;
- Extensive experience and demonstrable expertise in designing,
implementing and managing high assurance ICT Infrastructure systems;
Extensive experience in the deployment of high assurance systems in a
deployable model e.g. remote endpoints in high threat environments
utilising available transport media e.g. cellular, satcoms, MPLS;
- Experience in managing contractors from both operational and
administrative standpoints;
- Experience with designing and managing ICT Security Controls;
- Practical knowledge of ICT Infrastructure and Operations;
- Knowledge of TEMPEST requirements and deployment.
Desirable
- Experience in information security and working with highly assurance
information systems;
- Experience working in International Organizations such as UN and
affiliated agencies or government/civil service with high assurance
requirements.

Language Requirements
Fluency in English is essential and a good working knowledge of one of the
other official languages (Arabic, Chinese, French, Russian, and Spanish) is
desirable.
