Equipment Store Team Leader (GS-7)


 Principal Functions

 

Manage daily activities and work processes at the Equipment Store: 

  • Based on input received from HQ, plan organize and manage the day-to-day operations at the ES and work of Senior Equipment Technicians
  • Oversee the daily assignment of mission preparation tasks to Equipment Specialists (ES staff) by allocating resources, prioritising and reviewing workload
  • Ensure that all applicable work instructions and health and safety standards are properly administered
  • Coordinate local support requirements and provide required support to Equipment Store\Lab activities and in the future for Chem Tech Centre events and activities
  • Conduct regular checks and review improvements to ensure the safe operation of the OPCW Equipment Store
  • Provide inputs, develop and update relevant work instructions (WI) for equipment and operation of the equipment store
  • Ensure that inventory records are properly maintained in the inventory management system for all assets and stocks, provide continuous asset visibility, and control all internal and external storage locations
  • Monitor preparation of equipment and documentation for Inspections (missions)
  • Identify the requirement for equipment and consumables and inform the Procurement Cell within the Logistics to initiate the procurement process via DPO (Direct Purchase Order) or initiate a Request for Procurement
  • Based on directions form the Technical Support Officer contact established suppliers and investigate potential suppliers about the purchasing of equipment, consumables and technical information vital for the successful operation of equipment
  • Provide relevant inputs for the Equipment maintenance and certification plan
  • Advise on matters relating to equipment operation, packaging and storage
  • Ensure service equipment are properly certified and maintained
  • Assist inspectors\other costumers if required, on any aspect of the issue or receipt process, resolve or report any issues or discrepancies
  • Monitor issuance and receipt process, as well as receipt of new items and stock from suppliers to ensure the nature and amounts are correct before completing the release form for payment
  • Ensure inventory system is capturing all changes and movements as well as perform regular inventory checks and controls
  • Monitor and manage stocks with expiry dates and ensure optimal use of these items
  • Identify obsolete or slow-moving items of equipment by regular stock checks and movement analysis, decide and initiate appropriate disposal method
  • Train and advise staff on the inventory system by being a key user of the system.
  • Manage and assign storage locations, barcodes and inventory categories for new items of equipment
  • Assemble and check inspection equipment as mission equipment list is received
  • Ensure documentation for the inspection is to be completed and signed to include completion of relevant custom forms
  • During daily operations, assist in and perform equipment preparation and issue\receipt process relevant to specialized area of expertise: 
    • Issue the equipment to the inspectors in accordance with the agreed equipment list and ensure and that all documentation is complete
    • On the return of an inspection team check in the equipment to ensure that all is present and that all relevant documents have been completed.
    • Clean, check and test all the equipment prior to returning it to the storage area.
    • Provide operational advice and ad hoc training on equipment issues

 

  • Instruct OPCW staff on inspection equipment, storage, packing and handling and other logistics issues as required
  • Coordinate transport preparation and equipment shipment issues with OPB Movements and service providers
  • Participate in field missions that require technically proficient dangerous goods or equipment\logistic support expertise
  • Prepare and give demonstrations, instruct or otherwise assist training courses for national authorities
  • Handle and administer confidential mission equipment for Inspections if required
  • Ensure operational readiness and response capability of the ES is maintained. If instructed, develop on-call duty rosters, mobilisation plans and response plans to support non-routine missions.

 

 

Assist in and support of equipment management, capability development and related operational projects 

 

  • Support the Technical Support Officer in the management, evaluation and further development of technical solutions and procedures for field inspection equipment, equipment life cycle management, configuration and transportation issues
  • Support the Technical support Officer in the maintenance, further development, and improvement of existing information systems such as inventory system, maintenance management system by mapping processes, gathering and analysing requirements
  • Participate in technical evaluations on equipment on relevant area of expertise 
  • Under the guidance of the Technical Support Officer, if required, represent the OPB LOG  in cross divisional working groups and project teams concerning equipment and capability development projects affecting operations

 

Develop and deliver equipment and logistics support training programmes for ES staff and Inspectors: 

  • Develop training objectives and course outlines for initial and refresher training relevant to the ES for inspection personnel in support of the OPCW's General Training Scheme
  • Develop course materials, in electronic and print formats, provide inputs to e-learning course development
  • Present class lectures and lead practical demonstrations
  • Provide tutoring on an individual basis
  • Provide hands-on training for departing inspection teams

 

 Other duties as required

Temporary assignment to missions and duty travel including to high-risk areas might be required based on operational needs 

 

Knowledge and Experience 

 

Education:

 

Essential:  High School Diploma or equivalent Diploma of higher Secondary Education in the field of logistics, warehousing and/or relevant technical fields.

 

Desirable: Additional training and experience in the following fields of technology desirable: 

 

  • Asset management and inventory management systems
  • Life cycle management and maintenance systems
  • Workplace health and safety management 
  • Material handling (including operating licence for forklifts and palette loaders)
  • Transportation, packaging and handling of dangerous goods
  • Sharepoint 
  • Office 365 
  • Satellite and radio communication
  • Project management eg. PRINCE2 

 

 

Required Certification (if applicable):  NA

 

Experience:

 

Essential:

 

  • At least five years of relevant professional operational experience  
  • Experience in efficient management and supervising work of small teams
  • Experience working in confidential environments. 
  • Experience in supporting deployed teams,
  • Experience in asset management, stock management and troubleshooting 
  • Experience in technical support and maintenance \certification work   
  • Experience in dangerous goods packing, handling and transportation
  • Material handling, ground handling and transport preparation awareness

 

Desirable:  

 

  • Experience in using computerised administration systems.
  • Experience in field deployments and working in hostile environments
  • Sound work experience with technical equipment
  • Sound knowledge of asset management, inventory management and warehousing systems
  • Experience in operational environments and field missions, preferably for an international organisation
  • High interest and up to date knowledge of new technologies 
  • Experience in Chemical Protection\ Personal protection in hazardous environments
  • Experience with relevant technical equipment

Language Requirements:  

 

Fluency in English is essential and a good working knowledge of one of the other official languages (Arabic, Chinese, French, Russian, and Spanish) is desirable.
