PRINCIPAL FUNCTIONS

Reporting to the Head, Declaration Validation and Evaluation and in accordance with the OPCW Core Values of Integrity, Professionalism and Respect for Diversity/Gender Equality, the Senior Evaluation Assistant performs the following duties;

RESPONSIBILITIES

Working under the supervision of the Head, Declaration Validation and Evaluation the post holder will be responsible for the following:

  • Assign incoming documents to appropriate staff in accordance with guidelines agreed with Head of Section.
  • Input declarations into the Verification Information System (VIS) and validate inputs by other section members.
  • Coordinate the input and evaluation of all industry declaration amendments under the supervision of Head of Section.
  • Assist in the processing of old and abandoned chemical weapons and riot control agent declarations as required.
  • Provide unofficial translations of declarations and verification-related information (Chinese into English).
  • Coordinate the preparation of annual reconciliation reports and transfer discrepancy reports for approval by Head of Section.
  • Draft and update work instructions and guidance of the section.
  • Assist in the analysis of declaration trends and the preparation of associated reports both for OPCW internal use and for release to States Parties, including the Verification Implementation Report, Verification Performance Indicators (VPI) and other reports to policy making organs.
  • Track the status of all outgoing correspondence generated by the section as well as the responses. Process all correspondence in line with the necessary work steps and ensure that all responses are correctly matched and logged.
  • Assist in the preparation and distribution of publications prepared by the section including both electronic and hard copies of the Declarations Handbook (in 6 official languages), the Handbook of Chemicals and the brochure of Most Traded Scheduled Chemicals.
  • Assist in editing/formatting of documents and correspondence, in accordance with Editorial and Correspondence Manuals.
  • Assist members of the section in the preparation and distribution of presentations, training materials including logistical and travel arrangements.
  • Participate in data analytics related projects to improve validation, evaluation and assessment of information provided by States Parties.
  • Perform other duties, as required.

 

RECRUITING PROFILE

Education (Qualifications):

Essential:

High school diploma or high school equivalency certificates.

 

Desirable:

Additional training or courses in the field of information technology or chemistry would be an asset.

 

Experience:

Essential:

Six years of related work experience in the use of electronic data analytic tools gained in international organizations, governmental agencies or the private sector with a strong focus on data analysis and evaluation.

Desirable:

Experience gained in international organizations.

 

Skills and Abilities:

• Computer literacy: Significant skill in using computers is essential with a especial emphasis on the knowledge of Microsoft Office (Word, Excel, PowerPoint and Outlook) and Data Analytic Tools (e.g. Qlik).

• Strong planning and organisational skills.

• Good interpersonal and communication skills.

• Flexibility and the ability to work independently using initiative to resolve problems.

•Tact, accuracy, discretion and ability to work harmoniously in a multi-cultural environment and create a positive and productive team environment.

 

 

Language Requirements:

Fluency in English and operational Chinese (reading) is essential and a good working knowledge of one of the other OPCW official languages (Arabic, French, Russian, and Spanish) would be an asset.
