The Administration Division (ADM) is responsible for assuring the effective management of the financial and human resources, information technology, procurement, support services and training functions within the Technical Secretariat (TS).

The Budget and Finance Branch (BFB) applies best practice budgetary and financial support services to the OPCW.

The Branch is responsible for developing and managing the OPCW Programme and Budget, supporting the management and reporting of extra-budgetary funding, preparation of the OPCW Financial Statements, collecting assessed State Party contributions and other income, and administering all payments for the organisation. The Branch carries out its functions in accordance with the financial regulations and rules and decisions of the OPCW policy-making organs and serves as a key interlocutor with the Organisation’s External Auditor.

Job Summary

We’re hiring a Head, Budget and Finance to lead a team that provides budgetary and financial support services to the OPCW under 4 main sections:

The Budget Section is responsible for the development and management of the OPCW Budget and also responsible for the production of reports for different audiences for resource allocation and budgeting purposes.

The Disbursement section is part of the Budget and Finance Branch and it is comprised of two units: The Payroll and Travel Unit (PTU) and Supplies and Services Unit (SSU).

The Treasury section has a fundamental role in cash and liquidity. The section also handles credit analysis of banks, foreign exchange, interest rates, short-term investments and contact with banks and rating agencies.

The Accounts and Reporting Section is responsible for internal and external financial reporting at OPCW.

Main Responsibilities

As the Head, Budget and Finance (P-5) you will be responsible for the following:

  • Running the day to day business of the Branch
  • Plan, develop and prepare the annual Programme and Budget in cooperation with  the Deputy Director-General
  • Advise Management and other senior staff members on budgetary, accounting and other financial matters
  • Represent the Organisation/Branch at internal and external meetings with Delegations and Senior Management as well as collaborating closely with various internal partners
  • Provide direction for, lead and manage budgeting, treasury, payment and accounting services including guidance on budgetary matters related to Voluntary Contributions, Special Accounts and Trust funds
  • Ensure the keeping of accurate accounts for all financial transactions of the Organisation and the preparation of financial statements of the OPCW, the Provident Fund and other funds
  • Participate in various internal committees and boards including as Secretary of the Budget Steering Committee and the Provident Fund Management Board

Qualifications and Experience



You should have an advanced University degree (Master's degree or equivalent) in Business Administration, Finance, Accounting, Management, Public Administration or related field and/or certification as a Certified Public Accountant (CPA), Chartered Accountant (CA) or equivalent.  A first level university degree in combination with qualifying experience (minimum 12 years) may be accepted in lieu of the advanced university degree.

  • Extensive knowledge of contemporary accounts payable and receivable operations and financial and reporting standards
  • Practical knowledge of the principles of programme budget planning and management, and proven ability to deal with  budgetary and financial problems
  • Knowledge of Results-Based Budgeting (RBB) and UN financial procedures and accounting standards

Desirable:  Knowledge of Risk Management principles and internal control frameworks.

Knowledge and Experience


Make sure you have at least 10 years of progressively responsible experience in accounting and financial management, the field of budget preparation and financial administration in a national and international environment with a relevant advanced university degree.

  • Experience with and knowledge of International Public Sector Accounting Standards (IPSAS)
  • Experience in budgeting of staff costs, development of standard salary costs, financial resource management and programme planning
  • Experience in developing and implementing Results-Based Budgeting
  • Experience in computer and software required for the execution of financial control.


  • Experience in the use of computerised accounting systems (ERP) would be an advantage
  • Work experience in the UN Common System and familiarity with IPSAS principles would be a strong asset.

  • Inter-personal and communication skills with demonstrated ability to apply tact and diplomacy and to present information clearly and logically both in writing and verbally; Ability to work in a team and to build and maintain effective working relationships with people of different national and cultural backgrounds
  • Proven planning, organizational, coordination, negotiation and problem solving skills
  • Ability to develop and implement budget policies and procedures for the Organisation


Fluency in English is essential and a good working knowledge of one of the other official languages (Arabic, Chinese, French, Russian, and Spanish) is desirable.

Additional Information

This fixed-term appointment is for the duration of two years with a six-month probationary period, and is subject to the OPCW Staff Regulations and Interim Staff Rules.

The OPCW is a non-career organisation with limited staff tenure. The total length of service for Professional staff shall not exceed 7 years.

The Director-General retains the discretion to not make any appointment to this vacancy, to make an appointment at a lower grade, or to make an appointment with a modified job description. Several vacancies may be filled.
