The ChemTech Centre Project aims at upgrading the OPCW Laboratory and Equipment Store by constructing a new Centre for Chemistry and Technology to keep pace with current threats as well as scientific and technological developments. 

 

As a part of the Project Management Group, which is responsible for the daily operational activities of the Project and for implementing decisions taken by the Project Board regarding the planning and implementation of the Project, the Project Management Team provides essential project support functions, such as accounting, procurement, and quality management, and is also responsible for supervising and working with contractors to ensure successful delivery of design and construction deliverables.

Job Summary

We are currently seeking a Finance Officer for our ChemTech Project and other trust fund projects. Do you enjoy a wide array of tasks including the maintenance, and validation of various operations with respect to trust fund accounting, project budgeting and controlling and the preparation of financial reports to various stakeholders? Main Responsibilities

 As Finance Officer, you will be responsible for the following:

 

  • Manage and maintain oversight of the Trust Fund for a Center for Chemistry and Technology (hereinafter the “Trust Fund”) and provide holistic, cross-cutting advice to the Project Management Team, staff of the Project Management Group and senior management on the Trust Fund issues.

 

Finance control and reporting:

  • Monitor the status of financial implementation of the projects and issue the Trust Fund financial status reports to the Head of Project Management Team, the Project Management Group and senior management for the purposes of management decision-making
  • To maintain and improve IPSAS compliant financial reporting structures for the project revenue, costs and assets, aligned with the OPCW ERP system
  • Report on time any deviations from the financial implementation plan to the Project Manager and donor
  • Maintain the archive for project and budget related documents covering the Trust Fund including for audit purposes
  • Works closely with Project Manager, BFB and other OPCW offices on all financial matters pertaining to verifications, internal and external audits and advisory bodies as required
  • Liaise with Project Manager and other offices in relation to External Audit and Internal Audit financial elements of project implementation
  • Ensure and control the daily processing of financial data during the project including checking invoices on agreed mechanism and requirements.
  • Monitor project expenditures and maintain and improve the financial forecast of the project in order to ensure reliable reporting to project team and sr management.
  • Perform any other duties, as requested by the Project Manager of the, ChemTech Centre Project, Project Team and Budget and Finance Branch (BFB).

 

Funding and donor:

  •  Advise and assist staff of the Project Management Group Managers in the formulation of funding proposals by States Parties
  • Provide support for funding negotiations with States Parties, working closely with the Project Management Group (PMG), Office of the Legal Adviser (LAO) and Budget and Finance Branch (BFB)
  • Working closely with BFB, monitor the receipt of voluntary contributions to the trust fund to ensure consistency with the donor agreements
  • Assure the timely and sufficient release of budgetary allotments related to the trust fund
  • Prepare project income and expenditure forecasts
  •  Assist the PMG in ensuring that the use of donor funding is in line with donor requirements
  • Coordinating with the Project Manager, Head of Budget and Finance and the Project Management Group, prepare project interim and final reports for dissemination to the donor, the Director-General and senior management, in accordance with reporting deadlines.

Qualifications and Experience

Education

Essential: You should have an Advanced university degree preferably in Accounting, Finance, Business Administration, Economics or another relevant technical field. A first level university degree in combination with additional qualifying experience (minimum 7 years) in these areas may be accepted in lieu of the advanced university degree. 

Knowledge and Experience

Essential: Make sure you have at least 5 years of related experience at the national or international level in financial management.

Desirable:

  • Experience working in a multilateral environment is desirable. A professional certification in finance and accounting (e.g. CA, CPA, ACCA) is desirable.
  • Experience working in a UN related organisation including processing donor agreements.

Skills and Competencies

To succeed in this role you will need the following skills and competencies:

  • Knowledge of extra-budgetary fund management is desirable
  • Knowledge of international organizations and their operational and financial practices
  • Knowledge of project budget preparation, forecasting, cost allocation, implementation monitoring and reporting
  • Demonstrated experience with formulation of extra-budgetary agreements, financial implementation monitoring, and reporting
  • Experience with multi-donor funding projects
  • Experience with budgetary and accounting matters pertaining to large capital build (constructed asset type) projects
  • Proven knowledge of International Public Sector Accounting Standards (IPSAS)
  • Experience with audit file preparation
  • Proven excellent communication skills (both verbal and written) and the ability to draft and edit presentational documents and reports (including financial reports)
  • Proven analytical skills with regard to analysing developments and trends and the ability to conceive and apply original ideas
  • Flexibility, tact and discretion
  • Knowledge of and familiarity with international treaties, specifically of the Chemical Weapons Convention, is desirable
  • Ability to work harmoniously with people in an international environment as well as maintain confidentiality
  • Familiarity with financial modules of modern ERP systems
  • Good computer skills (proficiency with MS Office Excel in particular).

Languages

Fluency in English is essential and a good working knowledge of one of the other official languages (Arabic, Chinese, French, Russian, and Spanish) is desirable.

Additional Information

This appointment is for a period of 1 year, starting from first half of November 2021.

 

A monthly fee will be paid. This is not a staff position and all other costs except travel to be borne by the Individual Contractor. (Inc. tax and insurance).

 

The Director-General retains the discretion to not make any appointment to this vacancy, to make an appointment at a lower grade, or to make an appointment with a modified job description. Several vacancies may be filled.
