The Secretariat for the Policy-Making Organs facilitates meetings and wider consultations between States Parties and the Technical Secretariat, ensuring substantive and operative support to the policy-making organs and their subsidiary bodies in their decision making processes, including the follow-up and implementation of their decisions.

 

In support of this, the Secretariat for the Policy-Making Organs is responsible for the setting of agendas, coordination and meeting support for all scheduled and unscheduled meetings, provision of internal guidance including language and document-processing support to ensure the timely circulation of official-series documents, and provision of reprographic services within the Organisation.

Responsibilities

Job Summary

This job encompasses the assistance and advice to the Director of PMO, delegations and the Secretariat in the overall preparations of the substantive events of the Secretariat for the Policy-Making Organs.

 

The job bridges functional areas and management coordination activities. This includes providing ongoing research, consultation, drafting of documents and to coordinate the analysis of the decisions and reports of meetings.

Main Responsibilities

In this role, you will be responsible to assist the Director, PMO, in providing policy, procedural, legal advice and background information to the Chairpersons of the Executive Council, the Conference of States Parties and to prepare drafts of the Chairpersons’ statements to the OPCW Policy-Making Organs.

 

The successful candidate acts as a coordinator for the review process of outstanding issues for the Executive Council. This task includes providing support to the coordinators of clusters of outstanding issues, and organising outcome of the review process for consideration by the Policy-Making Organs.

You will draft official-series documents required by the Policy-Making Organs, such as PMO’s contribution to the OPCW’s annual report and analytical summary of the outcome of important sessions/meetings.

Qualifications and Experience

Education

You should have an advanced university degree in international relations, political sciences, law, or equivalent. A first level university degree in combination with qualifying experience (minimum of 4 years) in these areas may be accepted in lieu of the advanced university degree.

Knowledge and Experience

Make sure you have at least 2 years of professional experience in analytics of meetings/sessions and diplomacy with a high level of client communication in either national administration and/or international environment, preferably in the area of disarmament and non-proliferation with an advanced degree; or 4 years of such experience with first level degree.

 

Desirable: Experience in an organisation of the UN system

 

Skills and Competencies

  • Knowledge of and familiarity with international treaties, specifically of the CWC, as well as procedural practices of international organisations;
  • Demonstrable sense and understanding of political climate and methodologies of multilateral decision making processes.

Planning and organising:  

  • Demonstrated ability to multi-task, prioritise and work within deadlines; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary;
  • Flexibility and excellent problem solving skills.

Communication: 

  • Excellent communication skills with demonstrated ability to apply tact and accuracy and to present information clearly and logically both in writing and verbally.       

Leadership:

  • Is proactive in developing strategies to accomplish objectives relevant to the role.

Teamwork:

  • Works collaboratively with colleagues to achieve organisational goals; places team agenda before personal agenda; supports and acts in accordance with final group decision.

Client Orientation:

  • Considers all those to whom services are provided to be “clients” and seeks to see things from clients’ point of view; establishes and maintains productive partnerships with clients by gaining their trust and respect.

Writing skills:

  • Demonstrated ability (and experience with) writing formal statements and reports in a political context; proven ability to take and develop minutes.

Languages

Fluency in English is essential and a good working knowledge of one of the other official languages (Arabic, Chinese, French, Russian, and Spanish) is desirable.

Additional Information

This fixed-term appointment is for the duration of two years with a six-month probationary period, and is subject to the OPCW Staff Regulations and Interim Staff Rules.


The OPCW is a non-career organisation with limited staff tenure. The total length of service for Professional staff shall not exceed 7 years.


The Director-General retains the discretion to not make any appointment to this vacancy, to make an appointment at a lower grade, or to make an appointment with a modified job description. Several vacancies may be filled.
