The Verification Division implements the verification regime provided for by the Chemical Weapons Convention (CWC) and provides technical support to States Parties’ (SPs) implementation of the CWC. The division participates in capacity building and contributes to OPCW policy development. The division is responsible for the day-to-day operation of the verification regime through the support for inspections, the management of declarations, and the maintenance and strengthening of the scientific capabilities of the Organisation.

Part of the Verification Division, the Declarations Branch (DEB) provides the OPCW with a means to assess compliance by SPs with the declaration-related provisions of the CWC. The Declarations Branch handles all declarations and other verification-related information, as well as maintains and updates the Declarations Handbook, and the tools for identification of scheduled chemicals. In addition, the Declarations Branch maintains majority of software used by the Verification Division, including data analytics and secure communication tools. The branch also provides electronic declaration tools for SPs. As part of the Declarations Branch, the Documents, Registration and Archiving Section (DRA) performs the function of the OPCW Secure Archive and is responsible for receiving, processing and managing all verification related records, regardless of their classification, and all other classified records received or created by the OPCW.

Under the direct supervision of the Head, Documents, Registration and Archiving Section (H/DRA), the Information Management Officer manages and provides technical support for the electronic document and records management system (ECM) and the related server environment. In addition, the role manages the registration and processing of classified declarations and documents and contributes to the quality assurance controls for classified information provided to SPs.

&lt;br /&gt;&lt;br /&gt;
1. Technical Support for ECM:
Act as the primary technical point of contact for the ECM, coordinating with relevant internal technical teams to manage integration with the Windows Server environment. Ensure the ECM runs reliably by managing and optimizing performance
Undertake the end-to-end administration of the ECM at the server level
Manage the ECM environment on a Windows Server platform
Oversee the deployment of application patches and version upgrades, ensuring minimal downtime and data integrity
Ensure alignment of server-side configurations with application requirements
Manage migration of legacy data to the records management system, design specifications for any new system features and deliver training on ECM
2. Registration and Process of Classified Declarations and Documents:
Manage the registration, processing, and secure availability of classified documents while maintaining strict confidentiality
Manage the quality of information services and ensure the accuracy and integrity of data and metadata
Analyse requirements, develop and update metadata for the online documents registration system
Manage documentation arising from the information service. Identify and assist in resolving any procedural or technical impediment
Liaise with the Language Services to facilitate translations of verification-related documents
Support the electronic exchange of information with SPs
3. Quality Assurance Controls for Classified Information:
Contribute to the quality assurance controls for classified information provided to SPs
Review declarations, amendments, and incoming correspondence from SPs to determine which documents should be shared in line with CWC requirements
Review the metadata for registered declarations and all incoming and outgoing correspondence
Develop the annual redacted declaration data report
Ensure that each requesting SP receives the information it requires of the continued compliance with the CWC by other SPs
Brief new SP delegates on the procedure for transferring confidential information between the OPCW and the SP
4. Records and Archive Management:
Manage and maintain the function-based classification scheme and file plan for records
Maintain records retention schedules and undertake disposition by applying the schedules to information assets
Develop and recommend initiatives for organizing records across all formats throughout their lifecycle. Review workflows and processes and collaborate with DRA staff to make improvements in document handling practices
Draft, review and validate standard operating procedures, working instructions and guidelines
Stay up to date with relevant practices
5. Management Support:
Assist the H/DRA in developing strategic plans for the section and any ogranisation-wide initiative related to the management of information, records and archives
As directed by the Branch Head, perform required duties in absence of the H/DRA

The Secretariat for the Policy-Making Organs facilitates meetings and wider consultations between States Parties and the Technical Secretariat, ensuring substantive and operative support to the policy-making organs and their subsidiary bodies in their decision-making processes, including the follow-up and implementation of their decisions.
In support of this, the Secretariat for the Policy-Making Organs is responsible for the setting of agendas, coordination and meeting support for all scheduled and unscheduled meetings, provision of internal guidance including language and document-processing support to ensure the timely circulation of official-series documents, and provision of reprographic services within the Organisation.

The Office of Special Missions (OSM) organises, coordinates, and conducts all OPCW special missions. While the OSM will have other, longer-term vocations not related to the Syrian Arab Republic, such as supporting technical assistance visits, possible challenge inspections, and other special mission activities, its primary project for the coming biennium period is expected to be implementing OPCW activities in fulfilment of the Secretariat’s pending mandates in the Syrian Arab Republic. Furthermore, OSM coordinates with other divisions/offices for all contingency operations extending beyond the Syrian chemical weapons dossier, and coordinates with other such divisions/offices with the aim of ensuring the adequate transfer, sharing, and development of core knowledge, in support of the Organisation’s key aim of providing assistance and protection support against the use of chemical weapons, in an integrated and cost-efficient manner.

The Senior Investigator works under the direct supervision of the Head of Investigations, under the overall strategic guidance of the Director of OSM. The incumbent conducts complex investigations in support of the OSM mandates, including fact-finding, identification of perpetrators, technical assistance visits, challenge inspections, and other activities related to the alleged use, development, production, acquisition, or storage of chemical weapons. The incumbent is responsible for planning and executing investigative activities, managing multidisciplinary teams, and ensuring that all investigative outputs meet the highest standards of professionalism, evidentiary integrity, and legal robustness through collaboration with the Office of Legal Adviser (LAO). The Senior Investigator plays a central role in developing and advising on investigative strategies to Head of Investigations, in overseeing evidence collection and analysis, and contributing to high-level reporting for OPCW policy-making organs, in accordance with the Chemical Weapons Convention.

Investigation Planning
Plan, design, and conduct complex investigations, including defining scope, methodology, and operational approach;
Develop investigative strategies, hypotheses, and lines of inquiry;

Field Operations

Evidence Collection and Management

Ensure secure handling and storage of sensitive and classified information.
Analytical Oversight

Integrate technical, analytical, and legal findings into coherent investigative outcome.
Legal and Reporting Functions

The International Cooperation and Assistance Division plays a crucial role in enhancing States Parties’ capacity to fully and effectively implement the Convention. States Parties are supported through a broad range of inter-linked activities in fulfilling their national obligations, inter alia, the enactment and implementation of national legislations, protection and response capabilities against the use, or the threat of use, of chemical weapons, and the promotion of the peaceful uses of chemistry for economic and technological development.
The International Cooperation Branch provides States Parties with technical assistance and capacity-building programmes to promote and facilitate exchanges of knowledge and information in the peaceful use of chemistry that supports the economic and technological development of States Parties.
The Programme Officer works under the direct supervision of Head, International Cooperation Branch (ICB), and contributes to the Branch’s work by planning, executing, monitoring and evaluating, and reporting on assigned capacity-building programmes, in cooperation with relevant stakeholders.&lt;br /&gt;&lt;br /&gt;
1) Programme Management and Capacity Building:
Plan, coordinate, manage and report on assigned programmes for capacity-building in cooperation with National Authorities, academic institutions, scientific organisations, analytical laboratories, research institutions, chemical industry, and international organisations, as assigned;
Support the development, preparation, execution, monitoring, evaluation and impact assessment of tailored capacity-building packages for enhancing capabilities of laboratories in Member States aligned with priorities identified by Member States, including through the platform of OPCW Laboratory Assistance and Twinning Programme;
Interact with various internal and external units and institutions to arrange and coordinate the implementation of programmes and projects;
Ensure budgetary control for the assigned projects and programmes, and implementation of projects and programmes in a cost-effective manner;
Evaluate the effectiveness of the programmes and projects, make relevant recommendations, and participate in relevant meetings;
Develop procedures for implementation and follow-up including standard operating procedures, as required.
2) Programme Coordination and Improvement:
Contribute to the expansion of the ICB portfolio in the area of capacity building in emerging technologies, including artificial intelligence, and coordinate across the Division in integrating and concerting the efforts to generate tangible results;
Provide support and make recommendations to the Head, ICB on the enhancement of activities by utilising the facilities at the OPCW Centre of Chemistry and Technology (CCT);

The Health and Safety Branch (HSB) ensures that health and safety standards relating to the activities of the OPCW and its personnel are set and met. The Branch provides occupational health and safety services, including medical clearances and training for missions, certified sick leave approval and monitoring, duty travel and recruitment; approval of health and safety plans for all missions; limited primary health care; wellbeing promotion and prevention advice; workplace ergonomic assessments; and emergency medical services to all OPCW personnel.

The HSB supports mental health programmes run by the Staff Relations and Welfare Officer and makes referrals to external medical and mental health professionals and has the responsibility to liaise with these providers when it comes to the active monitoring of the health status of our staff and providing a holistic approach to duty of care.

The Branch also provides advice to management on health and safety risks associated with OPCW activities, and providing regular reports on health and wellbeing matters that affect OPCW personnel.

The Head, Health and Safety Branch leads and oversees the OPCW’s occupational health and safety function. Overall, the position is responsible for the effective identification, prevention and mitigation of health and safety risks and implementation of safeguards for OPCW personnel, certifying fitness to work and ensuring adequate support and training for missions. Furthermore, Head, Health and Safety Branch holds responsibility for duty of care to the staff member while also giving due consideration to protect the interests of the Organisation.

Responsibilities:
Management of a comprehensive Health and Safety (HS) Programme 
Lead the development of Occupation Health, Safety and Wellbeing Strategy aligned with OPCW’s mandate, operational risks and duty-of-care obligations
Develop and implement medical, occupational HS, mental health and psychosocial risk management policies and standards for staff, including while deployed
Establish, in collaboration with the Staff Relations and Welfare Officer, organisational psychosocial risk framework, including stress risk assessments and post-mission psychological support mechanisms
Manage pre-employment, routine, and exit medical and psychological screenings for high-risk or high stress roles and determine the need for psychological screening in line with psychosocial risk management standards. Lead and implement medical programmes for staff exposed to hazardous environments or chemical risks
Analyse HS data to identify priority areas and provide strategic advice to senior management for the HS programme. Offer guidance on emerging occupational health and safety risks, organisational liability, prevention and mitigation measures, and trends affecting fitness for work
Lead HS preventive health programmes. Lead and review the occupational HS risk assessment framework, ensuring duty-of-care obligations across OPCW&lt;br /&gt;&lt;br /&gt;
Strengthen the availability of HS information and expertise for contributions to the OPCW programmes, targeted at nurturing Member State abilities to respond to the threat or use of chemical weapons
Management of the HSB
Provide strategic leadership and supervisory oversight of HSB, ensuring effective workforce planning, performance management and staff development
Advise on occupational health cases, such as long-term sick leave, complex medical or psychosocial cases, workplace accommodation, and return-to-work plans in consultation with all stakeholders, ensuring timely communication and appropriate line manager involvement
Design reports and regularly present findings and observations to senior management with recommendations for risk mitigation. Draft memorandums on sensitive staff cases, providing medical expertise and justified recommendations for their consideration
Identify policy and procedural gaps and lead the development of guidance documentation and revisions
Develop the OPCW’s HS budget and monitor its effective implementation
HS Measures of the OPCW Inspections
Provide HS guidance to deployed staff with ongoing follow‑up and support during and after deployment
Set HS standards for inspections and ensure inspection teams manage risks to health and safety as far as reasonably practicable
Conduct mission-specific medical and psychological risk assessments prior to deployment, including fitness-for-mission evaluations
Develop critical incident management protocol including immediate response procedure, psychological assessment, post-incident follow-up and reintegration support
Liaise closely with the relevant Divisions to ensure that HSB activities are in line with inspection requirements
Advise the Inspectorate Division and ensure that teams are adequately supported by qualified specialists
Quality Assurance and Governance of OPCW’s HS Programme
Implement a quality assurance programme covering all aspects of the HS system and including regular HS inspections of workplaces
Ensure safety data is systematically collected and analysed to develop key performance indicators, enhance training and procedures, and promptly escalate any significant concerns to the DDG
Establish and maintain contact with the UN agencies, international organisations. Keep abreast of developments in the field
Clinical Activities
Supplement the clinical services of the medical section during periods of staff absence, or times of high operational requirements
Provide medical consultation and confidential counselling to staff; offer professional consultation to inspectorate and/or medical staff, as required
Lead the systematic tracking, analysis, and documentation of HSB clinical activities, including occupational health cases, medical clearances, and workplace health interventions&lt;br /&gt;
