Head of Industry Inspection Cell (P-5)


Principal Functions

Under the direct supervision of the Director of Inspectorate (DOI), the Head of the Industry Inspections Cell (HIIC) leads INS’ technical activities related to the conduct of industry inspections under Article VI of the CWC and manages the IIC subprogramme. The HIIC shall support additional projects and programmes at Headquarters (HQ) assigned by the DOI or the Director-General (DG), in accordance with the needs of the Technical Secretariat (TS).


General

  1. Demonstrate the core values of the OPCW in the execution of your duties;
  2. Maintain confidentiality in accordance with the Manual of Confidentiality Procedure (MCP);
  3. Act with due regard to health and safety (H&S) by taking all reasonable steps to prevent, reduce and eliminate harm, injury or illness in the work environment.

Implementing Industry Inspection (Article VI)

  1. Ensure the successful execution of Article VI inspections;
  2. Provide support, advice and implement actions for the improvement of inspection’s procedures and practices;
  3. Discuss and promptly address issues raised during missions;
  4. Act as Inspection Team Leader (ITL), when required.

Leading and Managing

  1. Lead and manage inspectors within IIC and from other cells on Article VI inspection procedures;
  2. Ensure that H&S instructions are followed;
  3. Carry out performance management of IIC staff;
  4. Establish continuous meetings and communications to inform IIC and Article VI inspectors of relevant issues affecting their work and to address their concerns.

Training

  1. Identify best practices on industry inspection’s processes and technologies to improve Article VI inspector’s training;
  2. Identify advances in science / technology in the chemical industry relevant to Article VI verification regime;
  3. Define, together with other relevant Heads of Cells, training needs for  Article VI inspectors.

Knowledge Management (KM) in INS

  1. Be a role-model and lead by example;
  2. Contribute to overall expertise development of INS;
  3. Implement and support KM projects and activities such as mentoring;
  4. Identify core knowledge relevant to efficient planning and execution of inspections;
  5. Promote a positive knowledge sharing culture within IIC;
  6. Implement a robust process for capturing lessons learned from all missions and ensure that these lessons are addressed and proved to be effective;
  7. Maintain updated relevant Quality System Documents related to core activities of IIC/Article VI inspections.

Budget

  1. Collect, classify and analyze data related to expenditure of Article VI inspections, identify proactively potential root causes of over-expenditure to prevent such deviations;
  2. Lead the preparation and implementation of the annual Article VI inspection budget, addressing recommendations for the decision-making process;
  3. Ensure that all disbursements are in compliance with the Organisation’s regulations, directives and guidance documents;
  4. Control, implement and manage the IIC biannual subrogramme;
  5. Address issues which can potentially affect the use of financial resources related to Article VI inspections with State Parties (SPs), together with or through relevant
  6. Divisions/Branches. Find opportunities to optimize the use of such resources.

Knowledge and Experience

Education

Essential

An advanced university degree in a STEM subject (science, technology, engineering and mathematics), in international relations, in public administration or in any other close related area from a recognised institution in addition to proven relevant working experience (minimum 10 years). A First level University degree in combination with relevant qualifying working experience (minimum 12 years) may be accepted in lieu of an advanced university degree.


Desirable

  1. Training in Sustainable Chemistry, Responsible Care, Chemical Safety and/or Security and /or other close related field relevant to the CWC;
  2. Training in Leadership, Quality Management, Business or Finance.

Experience

Essential 

  1. A proven track record of successfully leading and managing multi-disciplinary teams;
  2. Leadership experience gained in a managerial, government, scientific or technical area;
  3. Ability to communicate effectively to a diverse professional audience (both verbal and written);
  4. A proven experience in Resource Management.

Desirable

  1. International and diverse experience, especially in the context of chemical industry or military chemical facilities, or experience with disarmament issues in the field of chemistry;
  2. Demonstrable experience of high-level negotiation in technical, public administration, military or diplomatic environments;
  3. Implementation of KM projects and awareness and contribution to KM activities. Experience with knowledge transfer and mentoring of staff;
  4. Experience in development of national or international policy related to the chemical industry or chemical security;
  5. Health and Safety: strong background, culture and commitment;
  6. Experience in fields related to the Verification regime under Article VI of the CWC.

Language Requirements

Proficiency in English is essential and a good working knowledge of one of the other official languages (Arabic, Chinese, French, Russian, and Spanish) is desirable.
